Brazil Police Killed More Than 11,000

Before you make plans to attend the 2016 Summer Games in Brazil, you probably ought to see what a unique place Rio de Janeiro is, skimpy bathing suits aside.

Police in Rio de Janeiro and Sao Paulo have killed more than 11,000 people in the past six years, many execution-style, according to a report released Tuesday by Human Rights Watch.

And whatever you do, don’t break the law there. Law enforcement there seems to have a good way to keep the court system from getting backlogged. Take no prisoners, just shoot them.  From 2003 to 2009, over 11,000 killings in Rio and Sao Paulo alone and a ‘significant portion’ of 48,000 ‘slayings’ in the country.

  • The São Paulo Shock Police Command killed 305 people from 2004 through 2008 yet left only 20 injured. In all of these alleged “shootouts,” the police suffered one death;
  • In Rio, police in 10 military policing zones were responsible for 825 “resistance” killings in 2008 while suffering a total of 12 police fatalities;
  • Rio police arrested 23 people for every person they killed in 2008, and São Paulo police arrested 348 for every kill. By contrast, police in the United States arrested over 37,000 for every person they killed in alleged confrontations that year.

Obama Votes 'Present' On Afghanistan

Oh how the Left made a big deal when W didn’t bolt out of the classroom and head to Washington on Sept 11, 2001. Now that President Obama has had over 9 months of running the war on both fronts, Iraq and Afghanistan, one would think that he is up to speed with his responsibilities he has to our (and his) troops and our (his?) allies there. So much so that it wouldn’t take him so long to make a decision on whether to support his General’s request for more troops.

General Stanley McChrystal made it clear that when he asks for more troops, he’s looking at his watch, not the calendar. Secretary of Defense Robert Gates said . . .

“We are not going to just sit on our hands waiting for the outcome of this election and for the emergence of a government in Kabul,” Mr. Gates said. “We have operations under way and we will continue to conduct those operations.”

Obama botched his 3a.m. call. You just can’t be a Commander in Chief by voting ‘present.’

Butterfly Evolution In Pictures

The butterflies are ‘blooming’ all over our front yard and this pictorial shows the evolution of it. Wikipedia describes 4 stages of development of holometabolous insects, those that undergo a complete metamorphosis, going through four life stages; embryo, larva, pupa and imago. Below are pictures of the last three.

If you want to enjoy butterflies, get some milkweed plants and they will come. Be sure to tell the pest control people not to spray the area at or near the milkweed, else they will kill the eggs, larvae, and everything else.

Got a laugh when the pest control guy came last week. I told him not to spray the  area, pointing to the milkweed, which by then had been half eaten up by the caterpillars. He said ‘but look they are eating your plants.’ He looked a bit surprised when I said, yes, that’s the idea. That’s why they are there. They are for the caterpillars and soon to be butterflies.  I pointed out some of the pupae hanging around and he said, ‘well, you got a little wild kingdom going on here.’

BIRTHDAY REMINDER!

There’s an old sea story in the Navy about a ship’s Captain who inspected His sailors, and afterward told the Chief Boson that his men smelled bad.

The Captain suggested perhaps it would help if the sailors would change underwear occasionally.

The Chief responded, “Aye, aye sir, I’ll see to it immediately!

The Chief went straight to the sailors berth deck and announced, “The Captain thinks you guys smell bad and wants you to change your underwear. Pittman, you change with Jones, McCarthy, you change with Kwiatkowski, and Brown you change with Schultz. Now get to it!!”

THE MORAL: Someone may be promising “Change,” but don’t count on things smelling any better!

Cleaning Up Bayou Texar No Longer A Priority

It was back in November 2007 that I set out to, once and for all, find out what the deal is with Bayou Texar and why it is closed for public use so often. Most, if not all, of the time because of high levels of fecal matter. I interviewed people in the city and county who not only were aware of the longstanding water quality issue there but who would be involved in making recommendations to the city for remedial action.  They included the Health Department, the ECUA, and a professor of biology at UWF.

The culmination of that research is represented in a post here entitled Cleaning Up Bayou Texar dated January 6, 2008. At that time, I was encouraged to learn that a water quality study was already underway under the auspices of Dr. Richard (Dick) Snyder, professor of biology at the University of West Florida. And an update to the Jan 6 post was made on January 8, 2008 that summed up where we were at that point in time. It boiled down to the fact that his study would not be completed until late in 2009 or early 2010, which brings us up to date.

UPDATE 01/08/08: Dr. Richard (Dick) Snyder, the biologist responsible for the current study, was prompt to reply to questions I had regarding the study. Thank you Dick for your quick reply. These were the questions . . .

When do you anticipate completing the report? Will the report, or the work being undertaken to produce a report, actually determine the sources or pathology of the fecal contamination as relates to specific properties along the waterway, including rainwater runoff sources? After determining what is happening to the bayou and why things are happening to the bayou, will making recommendations for remediation of the waterway be part of your report or subsequent reports? Is the subject study a UWF financed project or a federal, state, county or city grant-financed project? Basically, who is paying for it?

This is Dr. Snyder’s reply, which addresses every question, in his own words.

The study will be done over two years to incorporate annual variation in water levels. We will try to identify contaminated ground water as opposed to runoff, with the idea that the groundwater will more likely be septic or sewer malfunction. The data will be given to the DOH and ECUA for them to address any identified problems. Financing is from a fine levied against the Target Corp. for contaminating Carpenter’s Creek, through the West Florida Planning Council and with input from the Bayou Texar Foundation, who is providing some additional funding.

So from the standpoint of what happens next as far as sewage in the bayou is concerned, we wait for the report in late 2009 or early 2010. I suppose we can rest easy in the fact that there are no septic systems in use on the bayou itself. The problem appears to be upstream. Meanwhile, residents around Carpenter’s Creek should know to keep an eye out for septic system failures or sewage system failures and report them to the Health Department (595-6722) or the ECUA (969-3303).

It was with eager anticipation that I followed up with Dick yesterday to get a progress report. With the Bayou Texar water quality still coming up in the local media from time to time, I was confident that soon we would be seeing some light at the end of the tunnel. Was I ever wrong, and were we ever duped into thinking that the city finally took Bayou Texar seriously.

Dr. Snyder’s reply, short and not so sweet. . .

We were never able to do the study. The funds were diverted to the City of Pensacola’a storm water refit project for the area.
